The project by Kreşendo aims to create a guide for the participatory and inclusive execution of the programming and spatial design processes of culture and arts activities in the outdoor and indoor public spaces owned by the municipalities. Each aspect of the cultural programming for the public space is aimed to create a multi-stakeholder programming process by including the experiences of artists, civil society representatives, business owners, and culture and art actors, as well as the experiences of the neighbourhood and audiences who are the users of these spaces. A cultural programming guide will be designed with the principle of cultural pluralism about three cultural centers and three outdoor public spaces located within the partnering municipalities, prioritizing the needs of vulnerable groups and ensuring their participation. The guide is intended to be a framework for implementation by municipalities at different scales.
A stakeholder map will be created consisting of cultural and artistic institutions and businesses supported by municipalities or operating within the municipality framework, NGOs and their representatives, and artists, including three municipalities.
Field trips will be conducted in public spaces both open and closed. During these field trips, primary data will be collected through interviews with citizens, relevant NGOs located in the districts, cultural actors, businesses, and citizens for stakeholder mapping studies. An observation-based design research will be conducted for spatial assessments focused on the natural, built, and social environments. SWOT analysis and shading studies will be carried out regarding accessibility, user-audience experience, journey within the space, and the relationships between users and spaces, audiences and spaces, and spaces themselves.
With full-day workshops to be held on both sides of Istanbul, a needs assessment workshop will be conducted with the participation of cultural and artistic actors, NGOs, municipal representatives, and independent cultural professionals identified in the stakeholder mapping study. The aim is to establish the framework for the municipalities’ cultural policies. The expectations, needs, requirements of the stakeholders, access processes to municipal resources, and their involvement in local cultural and artistic policies will be identified.
In line with the data and analyses obtained from the workshops and field trips, cultural policies of the municipalities and design proposals for selected open and closed public spaces suitable for culture and arts activities will be developed. Policy recommendations, spatial and design intervention proposals for culture and arts activities and alternative monitoring methodology for these activities will be prepared.
In different public spaces in Ataşehir, Maltepe, and Şişli, events will take place in the concept of ‘Venues That Bring Us Together’. Generated programming and spatial design proposals will be implemented through these events and inspiring talks will take place in public spaces, and markets where NGOs can be visible, concerts and open-air cinema screenings will be organized with the support of the municipality.

They will play an active role in identifying the needs of the participants and involving the local community in the process, while supporting the implementation of the programming and spatial design processes.
